*Executive Director Position*
The Decatur Housing Authority, (DHA) is seeking an experienced professional to lead its diverse, dynamic, organization and instrumentalities.
The Executive director is responsible for the operation and performance of the agency, and the engagement of the constituent communities, government officials, politicians and leaders, business partners, trade groups, and service providers.
The Executive Director reports to and provides policy advise to a five member Board Of Commissioners, who are appointed by the Mayor with City Council approval.
*Agency Overview* Decatur Housing Authority, staff of 29, deliver multiple programs to serve needs of low and moderate income families and individuals.
DHA owns and operates 478 conventional public housing units, funds and oversees 203 units of public housing units at Wabash Crossing a mixed finance LIHTC property managed by East Lake Management, administers 1139 (HCV) Housing Choice Vouchers, provides resident service programs in house and in coordination with local service providers, and plans and implements approx.

*Candidate Profile* The ideal candidate will be: an empathetic listener with experience working with diverse groups and individuals from differing socio-economic backgrounds, be a creative and strategic thinker with the ability to “see the big picture”, be a collaborative leader with 5 or more years of executive experience, preferably in public or affordable housing.
The selected candidate must be willing to relocate to Decatur Illinois.
Candidates will be required to provide academic credentials and work history and be subject to complete criminal and credit history background checks *Qualifications* A bachelor’s degree in public or business administration, architecture, urban studies, real-estate development, or a closely related field is desired, a master’s degree is preferred.
Candidates should have at least five (5) years of work experience in management and administration of public housing, community development, public administration, non-profit administration, similar HUD funded program administration, or related fields requiring strong management and organization skills.
Knowledge of the principles, practices, statutes and regulations pertaining to state and federal public and LIHTC housing programs and finances in the following areas: Excellent, Written and Verbal Communication Property Maintenance, Marketing, and Leasing Capital Improvement Planning, Design and Construction Processes State and Federal Procurement and Section 3 Requirements, Contract Administration Human Resource and Benefits Management, (Preferably in a unionized environment.
) Policy Formulation and Interpretation .
Cost Accounting, Budgeting Across Multiple Programs, Optimization and Allocation of Restricted and Unrestricted assets Grant Writing and Implementation RAD Conversion Process and Administration Selection and Use of Consultants, and Attorneys Technology and Information Systems Negotiation, Dispute Adjudication Fair Housing Requirements Any combination of experience and education that would be likely to provide the required knowledge and abilities may be considered by DHA.
