The Training and Business Process Analysis Administrator (BAA) assists the Director of UPB Training & Performance Improvement with analyzing business processes and designing solutions to improve performance issues through training, process redesign and change management activities, coordinating and conducting large- and small-scale performance improvement programs, and evaluating effectiveness of training and performance improvement solutions.
DUTIES AND RESPONSIBILITIES Work with the Director of UPB Training & Performance Improvement and other UPB Management to review, update and develop training courses/materials, process documentation, and website content that reflect current system requirements, University Payroll & Benefits procedures and University of Illinois System policy and procedures.
(50%) Assist the Director of UPB Training & Performance Improvement, other UPB Management, and external stakeholders to identify opportunities for performance and business process improvement initiatives by analyzing business processes, process owner feedback, and collected data.
(20%) Assist in designing solutions to performance issues which may include internal and external training, process redesign, and/or change management activities.
(20%) Serve as a liaison to University, campus, and departmental officials/staff to effectively address/resolve matters related to UPB training and performance improvement activities, and to ensure they are informed about critical payroll and benefits processing issues and kept current on related procedures.
(5%) Manage and perform other duties appropriate for a Business Administrative Associate classification.
(5%) QUALIFICATIONS Bachelor's degree in business administration, management, or a field related to the position.
Two (2) years of professional business, financial, and/or managerial work experience.
(NOTE: A Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year (12 months) of work experience.
) Based on position requirements, additional education, training, and/or work experience in an area of specialization inherent to the position may be required.
KNOWLEDGE AND EXPERIENCE 1.
Demonstrated experience with business process analysis of payroll operations and procedures.
2.
Demonstrated experience in technical writing and/or process documentation.
3.
Experience with ERP solutions, payroll software, databases, document management systems and web content management systems.
4.
Knowledge about federal and state laws/statutes, foreign national compliance, and University policies/procedures, applicable to payroll processing activities to ensure payroll functions are administered in compliance with established guidelines/regulations.
5.
Demonstrated ability to manage multiple projects of varying scope.
6.
Knowledge about information, guidelines, and regulations set forth in the following publications/resources: Business and Financial Policies and Procedures Manual; The General Rules Concerning University Organization and Procedure; Campus Administrative Manual; FLSA guidelines; applicable federal and state laws/statutes regarding payment of employee wages/salaries; State of Illinois Statutes; University of Illinois Statutes; Policy and Rules for Civil Service Staff; and Civil Service Statute and Rules.

Advanced computer skills using Microsoft Office computer programs/applications, data visualization tools, spreadsheets and database software including: Excel, Access, Visio, R programming language, Tableau, Articulate 360, and internet browsers.

Strong analytical skills to identify/assess problems, research data, establish facts, and evaluate findings with valid conclusions.
9.
Strong organizational, multi-tasking, and time management skills to effectively execute multiple projects of varying scope and to produce accurate, detail-oriented work that meets stringent deadlines and appropriately responds to matters of urgency.
10.
Ability to adapt with ease to changing priorities.
11.
Ability to produce business correspondence/documents regarding complex payroll matters that are presented in a user-friendly format and include analyses/interpretations about federal and state laws/statutes and University policies/procedures whenever applicable and/or required to promote clarity and understanding.
12.
Excellent verbal and written communications skills to effectively interact with University of Illinois System officials/staff, and to develop strong work relationships with others in achieving overall University Payroll & Benefits objectives and goals.
13.
Strong interpersonal skills that reflect positively upon University Payroll & Benefits in providing high-quality services to University of Illinois System officials/staff and other persons/groups seeking assistance from the UPB Training & Performance Improvement unit.
14.
Ability to work independently under administrative direction, exercise good judgment and discretion, and adhere to University of Illinois System work performance standards that reflect integrity, tactfulness, and respect toward others.

The expected start date is as soon as possible after 5/6/2024.
Starting salary is $57600.
