Human Resource Associate - OMSA

Job Summary
The Human Resource Associate will assist the Business Administrative Associate to perform and oversee human resources and administrative functions that are vital to effective departmental operations.
This position manages sensitive and confidential personnel information on a day-to-day basis.
Duties & Responsibilities Human Resources Processing 45% Serve as the primary processor for the department by processing jobs and appointment changes; this includes new hire transactions, reappointments, retiree rehires, labor distribution changes, separations, employee demographic changes and group/class changes etc.
Oversees and executes hiring, onboarding and exit interview processes for department including the utilization of HR systems including Banner, JDX, Cornerstone, HRFE, and Tracker 1-9.
Coordinate searches conducted within the department.
This includes multiple contacts with search committee chairs, members, and applicants; placement of job postings for recruiting purposes, and interview coordination.
Serve as the Diversity Advocate and participate in related meetings and activities.
Assist with developing and updating job descriptions.
Human Resource Administration 35% Create and maintain central filing/archival system for employee files, job descriptions and related HR documents.
Respond to general communications to the OMSA-HR.
Advise the director and Business Administrative Associate on appropriate H.
R.
decisions such as grievances, employee assistance and intervention, discipline, and termination.
Assist unit managers with staff improvement plans to improve performance.
Advise director and Business Administrative Associate on best practice in university Affirmative Action and Equal Employment protocol.
Serve as one of the director’s liaisons to the Student Affairs Human Resource Council.
Payroll: 15% Responsible for the administration and oversight of bi-weekly payroll approval and other related tasks in PARIS, Web Time Entry and ANA etc.
Serve as the administration and oversight of employees leave benefits, such as Family Medical Leave, worker’s compensation, VESSA, and vacation and sick leave usage Responsibilities Of All Staff 5% Assist the department by helping with the planning of, participating in, and/or attending department events and activities.
Recommend areas and processes that need improvement to the leadership.
Participating in assessment activities as requested.
Increasing the internal and external visibility of the department by serving on appropriate committees, councils, task forces, boards, associations, etc.

Participates in continuing education and training.
Assists with meeting the operational needs of the department by performing other related duties, as requested.
Minimum Qualifications Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
Two (2) years (24 months) of work experience performing professional-level human resources duties.
Preferred Qualifications Two years of work experience performing professional-level human resources duties.
Appropriate HR licenses or certificates.
Experience with University of Illinois HR systems including HR Front End, Cornerstone, JDX, Banner, I9 Tracker, or other similar human resource information systems.
Experience in documentation, training, search and hire practices, visa processing and /or appointments processing.
Knowledge, Skills and Abilities Working knowledge of University of Illinois business and human resources policies and procedures.
Knowledge of university and campus polices as they relate to hiring, l-9s, international work regulations, complex academic appointments, and other general employment activities to ensure that all related guidelines and procedures are administered appropriately and accurately.
Knowledge of principles and processes for providing customer service.
Knowledge of basic arithmetic, algebra, statistics, and their applications.
Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, data entry, designing forms, and other office procedures and terminology.
Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
Ability to communicate effectively for the needs of the audience.
Ability to perform repetitive duties and detailed work accurately.
Ability to work with frequent distractions.
Ability to work with electronic data processing hardware and software.
Ability to interpret work related documents, policies, and procedures.
Ability to process and handle confidential information with discretion.
Must have a strong attention to detail and a high level of accuracy.
Excellent organization, time management, and communication skills.
Ability to employ critical thinking skills, creativity, and ingenuity for effective and timely problem-solving.

Appointment Information This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis.
The expected start date is as soon as possible after 2/5/2024.
Salary is commensurate with experience.
